Public Consultation - The development of a Replacement School at St. David’s Church in Wales Primary School, Colwinston
The Vale of Glamorgan Council is looking to progress a planning application for the ‘construction of a replacement school including associated works’ on land at St. David’s Church in Wales Primary School within the settlement of Colwinston.
The proposal in planning terms is classified as a ‘major development’ as such there is a requirement to undertake a formal Pre-application Consultation (PAC) with statutory consultees and the local community prior to submission of the application to the Local Planning Authority.
The Vale of Glamorgan Council’s 21st Century Schools Team are undertaking the pre-application consultation in accordance with the requirements set out in Part 1A of the Town & Country Planning (Development Management Procedure) (Wales) Order 2012.
A site notice and letters have been posted to neighbouring properties, landowners and local councillors regarding the proposed development notifying them of this pre-application Consultation process with information on how to comment on the proposal and access the above material.
The planned public consultation event organised at St David’s Primary School between 16:00pm and 20:00pm on Thursday 19th March 2020 has been cancelled due to the Coronavirus.
Currently the Council has advised staff that events which have the potential to spread the virus should be cancelled in the interest of public health.

However, the proposed site layout, elevations and 3D visuals of the proposal will be made available for collection at St. David’s Church in Wales Primary School (from reception) and potentially from Colwinston Village Hall depending on availability. Physical copies will be available at these locations from Friday 20th March 2020.

Consultation to Expand St David's Church in Wales Primary School
Proposal to expand St David’s Church in Wales Primary School from 140 places to 210 places to meet future demand for Church in Wales education.
A new 210 place school for St David’s CIW Primary School was included as part of the Vale of Glamorgan Council’s 21st Century Schools programme. It was proposed that the new school would be built on the existing site, with all staff and pupils transferring to the new building by September 2021.
Reasons for the proposal
There is a need to meet future demand from the new housing developments in the Vale, as well as improve the educational facilities at St David’s CIW Primary School.
The report presents the feedback received during the consultation, undertaken from 28 January 2019 to 15 March 2019.
On 21 March 2019, following consideration of the consultation report, the governing body determined to progress the proposal through the publication of a statutory notice.
The statutory notice was published on the school and Council’s website on 29 April 2019 and was issued to prescribed consultees and posted at the main entrances of St David’s CIW Primary School.
The School Standards and Organisation (Wales) Act 2013 provides that anyone wishing to make objections to a school organisation proposal has the opportunity to do so. As the statutory notice was published on 29 April 2019, statutory objections had to be received by 27 May 2019.
The governing body of St David’s CIW Primary School met on 11 June 2019 to consider any objections. It was noted that there were 3 individual objections and it was agreed that an objection report should be published.

In accordance with the School Organisation Code, all documentation was issued to the Local Authority for final determination.
In accordance with the School Standards and Organisation (Wales) Act 2013 the governing body referred the proposal to the Council for final determination.
On 15 July 2019, the Vale of Glamorgan Council’s Cabinet approved the proposal to expand St David’s CIW Primary School from 140 places to 210 places from September 2021.
As a result a new building for St David’s CIW Primary will be built on the current school site with capacity for 210 pupils.
